There are 6 main stages in Streets of Rogue, formed, with the exception of the last, by 3 levels each: Slums, Industrial, Park, Downtown, Uptown and Mayor Village. Certain characters will allow the players to trade in Chicken Nuggets earned or provide other services as well. It is populated by Resistance Leaders and other playable characters.

The Home Base is the central base of operations of the Resistance, an organisation created to fight against the tyranny of the Mayor of the city. The action is seen from a top-down view, and every level has a different visual theme. After every death, new gadgets and abilities can be bought for the next session with chicken nuggets earned up to that point. In order to progress, the players will need to accomplish specific mission goals through the use of special character traits and items. Hiring, shopping, and normal dialog are very hard to pull off without using items. This trait makes it almost impossible to interact NPCs. Streets of Rogue is set in a procedurally generated city consisting of several floors. Fair Game is a negative trait in Streets of Rogue that causes all NPCs to either run away from or attack the character who has this trait. In order to progress, the player will need to accomplish specific mission goals in any way they see fit through use of their special character traits, items, and the environment. Rather than taking place in a dungeon, the game is set in a functioning, procedurally generated city, where complex AI informs denizens from all walks of life, who are just trying to get by in their daily activities. The game takes inspiration from fast-paced top-down rogue-lites like Binding of Isaac and Nuclear Throne.
